Does anyone have the rundown on the various "9R" radio callsigns?

I dont know if they have a specific order but 9R311 is the Fort Collins Portable scales

The ones I have heard from various areas on the DTRS are:

9R351
9R371
9R381

Compared with the Ft Collins one that you mention, it sounds like a theme.

Are these guys Dept of Revenue? Are they peace officers? What is it that they do that is different from the CSP MSC troopers?

They are with the Dept of Revenue. They mostly work as a weight enforcement unit but most of the port officers are CVSA Level 1 certified which means they do detailed inspections. They can issue some citations for registration, taxation, and equipment violations but they are not peace officers.
