For the 780:
Type II
Control Channel only= PLAN4

For the 396:
800MHz Standard
Set C-Ch only= ON

Some of Cheyenne Fire's 800 freqs are used by Lakewood so if Cheyennes CC is on 868.750 you will have interference problems since that is the "Home" voice channel for Lakewood.

I have tried it still seems qeustionable
You could put all the system freqs in a bank/system and turn CC ONLY off. I'm betting Lakewood and DTRS are causing interference problems.
hey phil you got some files for me?
Nope. No 780 or 396 files here.
