I believe the article is referring to Reno County in Kansas. The Reno in Nevada is a city and is in Washoe County.

Definitely not Reno Nevada - they are already on an 800Mhz (non digital) EDACS system and have been for some time, and as it was pointed out Reno NV is a city in Washoe County.
