Think of "Private" as "non-carrier"

A carrier is a company or service that carries traffic for other companies or individuals.

Cellular, SMR/ESMR, Radio Common Carrier (for those that remember).

Same concept as a carrier in mail and trucking.

noun: a person or firm in the business of transporting people or goods or messages

Update to the story Ruling Expected on Twittering Anarchist Raided Under ‘Rioting’ Laws | Threat Level | Wired.com - "The affidavits justifying the raid remain under seal, but court documents reveal a grand jury is investigating whether Madison, and possibly his wife, violated 18 U.S.C. §2101, the federal anti-rioting law."

Well, I'm not sure what any ruling against this guy might mean, but I would guess that it would serve as a heck of a lot of ammunition for the Fed to bring scanning and amateur radio to an end, and possibly an over-turn of PR91-36. After reading Mr. Blanton's post, I think the guy is innocent of any wrongdoing and was just a target of angry police as part of a totalitarian government who just want the people to shut up because of all the politicos going to jail over the past many years. The people screamed for justice, and criminal minded politicos were held accountable. I think this is us versus them now huh?
