I'm surprised they aren't considering the Open Sky system! They like to be "unique."

Harris proposal says it is Phase II P25. Are Phase II systems being proposed at this point anywhere else?

why doesnt cleveland just go to marcs sence the towers are up they would be able to use the tower and it would probally cost a lot less then the p25 system

Is Phase II P25 still listenable with today's digital scanners (Uniden 396, GRE PSR-500)?

MARCS isn't made for major cities to just jump in... They'd still need to make a major investment in infrastructure.

The large metro areas are kept off of MARCS due to the system loading problems they would bring. There can be mutual aid talkgroups linked to MARCS, but the day to day operations are to be kept off.

I don't think Harris will push Open Sky after taking over M/A-COM, well I hope not "cross my fingers" my county is going out for bid in a few months just like Cleveland with no stimulus money or grant money...

No. From what I understand, Phase II is TDMA which is not monitorable by any currently manufactured scanning receiver. IIRC, OpenSky is also TDMA.

DuPage County, IL will be Phase II.
