Douglas County, KS - 911 Overhaul plan to be presented to officials today
Lawrence, KS -- Most people don’t think about 911 — until they need it.
That’s what Scott Ruf, director of emergency communications for Douglas County, says. But it’s his job to make sure the system works when people need it.
Now, he’s moving forward with a proposal to completely revamp the system that manages 911 calls as well as all communications between and within the public safety departments operated by the county and the cities within it. It’s a project that’s projected to cost $6.6 million and take up to 18 months to complete.

This is good news for people out in Lawrence! Not so much for the people in Topeka, though.

This article was clearly written by somebody who didn't do their research and quotes were given by somebody who has no idea what he is talking about.
First 911 has nothing to do with a radio system.
"It won’t be encrypted, as Shawnee County’s new system is, but it will have 'talk groups,' one of which can be encrypted. This is the case with the current system." Shawnee county's system hasn't been built yet, it hasn't been decided if encryption will be used and as most people on here know, talkgrous exist on any trunked system such as Shawnee County's proposed system.

Based on the tone of that article, it sounds like Ruf (the Douglas County ECC Director) wants to make some improvements to the 911 center itself, however, most of the article seems to only address a proposed radio system upgrade.

You're absolutely right in your statement, cinsu. Nothing final has been decided on the proposed SNCO system, and I get that. I was simply stating that if SNCO does decide to encrypt, it won't be good news for us scanner folk who live and travel through there.

I 100% agree, my comment was not directed to you in any way. From my interpretation of official statements by the deciding officials in Shawnee County it sounds like they are going to try and balance what is encrypted vs what is open which makes sense to me. As many people try to say all encryption is bad there are things that need to be protected from certain listeners.

Personally, I don't see anything wrong with leaving the main dispatch channels open, but Tactical ops, Narcotics, and the investigative stuff should definitely be locked down. They could also take the "encrypt at-will" approach and only use it when sensitive information is being transmitted. I'm sure they'll get it figured out one way or another.

Simply Ridiculous!
Folks are pushing this P25 stuff like it is the end all solution. This is simply stupid. The same thing was said for Type II smartnet technology and we all know how that has gone. People are setting up new systems today with 10-15 year loans and at the end the loan they will be stuck with another system that isn't supported by the creators and they will be back to the drawing board.
Conventional Analog is in use today and has been for YEARS! Narrow-banding is the first change in analog conventional market in some time. Yes I said market! It is all about buying and selling the latest and greatest. If folks only knew what they could accomplish for less money.
Interoperability is a great word being thrown around readily now days. The only thing Douglas County will do by putting in the proposed system is eliminate some agencies from coming to help because they can't talk to them. Digital trunking is the best way to drive a wedge between your agency and any other agency trying to work with you.
I'm sure the Troopers and DOT will come help them work their precious basketball games. Disappointment in the vendors selling this smoke and mirrors is what I feel. I can't believe they can sleep at night.

I second all of this. Kansas State University used a Type 1 system up until this year when they finally moved over to the State system (and promptly started overloading the controller at the Flush/Pottawatomie tower during football games). There rumors floating around that they'll program the old Type 1 system back into the new radios to use during large events.
