I am thinking Isreal. As secret as they are, just deducing..I believe this is it. The U.S Govt has laws as to whom U.S Contractors can sell military equipment, and who they cannot.
Another possibility is Saudi and Jordan.....More so Jordan. But with Isreals latest "vehicular" aquisitions and upgrades.....I would say Isreal.
