Is it really necessary to use of terms like "state-of-the-art" and "upgrades" anymore?
It's not like the citizens are going to rise up say "don't waste our money on that" and the local government is going to say "ok, we'll just replace our existing radios with a newer model and make some enhancements to our infrastructure without spending millions of dollars that we never could have spent without federal grants."
