This is not limited to the Washington area as you may have guessed and the "alarms going unheeded" struck a familiar chord. Briefly, a major switching center in northern NJ had a long, drawn out cascade failure beginning with an AC mains failure, the Diesel generator took over as it should but ran out of fuel, the 48V battery bank (last line of defense) supplied power for 48 hours as it should but went flat knocking out the switch. Each sends a trouble alarm but nobody noticed until a large portion of North Jersey and downstate NY was without telephone and 911 service. Thankfully it was one of those rare no emergency days.
