I suppose since they (at one point) had a permeant patch between a TGID on OpenSky and C MA 1 on Hoosier SAFE-T, and since they can put the NISPAC frequencies in their radios, and when SAFE-T migrates to P-25 trunking their radios could in theory operate on SAFE-T, then they do have interop. But on the whole, I think the reporter was a little misguided in saying they deployed and OpenSky system to address 9/11 interop concerns.
