Federal mandates are requiring that the system be a "narrow-band" VHF frequency, but because of the shortage of VHF licenses and the costs to comply with narrow-banding licenses, localities like King William have decided to pursue a 700/800 MHz or UHF system. -

A narrow-band frequency? What is that? :confused:
Shortage of licenses? Don't they already have a license? With the mass exodus away from VHF, there is a shortage?

The cost to comply with narrowbanding licenses? There is no cost. They're a government agency they don't pay for their license. And even if they did, having paid to modify a business pool license myself, I can tell you that it cost a whopping $60 and that was for literally 2 pages of different frequencies.

If those are the only two reasons they are switching to the highly infrastructure-dependent and very crowded 7/800, someone who should really have a chat with them.
