it is malware, you need to reboot into safe mode ill explain that below.
that file is linked to malware like programs claiming to be spyware/malware/anti-virus but they are one themselves.
*SAFE MODE*
bring up the "Power Menu" like you are going to shut down the PC, but do not shut it down. hold down your LEFT SHIFT while you click "RESTART" you will see "Please Wait" then you will get the diagnostics menu. Under Troubleshoot> Advanced>Windows Boot Settings then reboot it will give you the safe mode option.
another way is to invoke the RUN command. HOLD the Windows Key "Windows Flag Icon" and tap "R" then let them go.
type in "msconfig" - under the BOOT tab, enable Safe Mode under Boot Options and select "Network" OK that, and reboot, this will FORCE safe mode until you disable it.
download and run these programs but dont run them together, one them one at a time. you dont have to use all but multiple passes from multiple apps is better to ensure:
ADW Cleaner
Super Anti-Spyware
Malware Bytes
Combo Fix
"Optional" Hitman Pro ( choose x64 if you have a 64 Bit Windows )
when you are done, go back to RUN and disable the Safe mode option and reboot again to boot normal.
