Default UHF T Band?

I will be coming down to CT this weekend to see family, i noticed that Darien, CT is licensed for 470+mhz frequencies,
Long ago i was told that 470+ mhz was for use only in Metro area's, I see that Darien is a town????
I am confused as to the T Band Regulations

Actually it is 80km from the Center of NYC or Boston [in that region]
Private Business, City, Town, Village, County or State type of Gov't is not a factor

Pretty Close on a map, but even Worcester County in Mass now has T-Band users

Yes 80km from the Center of the urbanized area identified under 90.303

Here are the Coordinates for each of those Urbanized Areas
Boston, Chicago, Cleveland, DFW, Detroit, Houston, LA, Miami, NY/NE NJ
Philadelphia, Pittsburg, San Fran/Oakland and Washington DC/MD/VA

The key wording is 80km aka 50mi from the CENTER
