Agawam DPW?

on 154.0925 CT tone of 156.7, I'm hearing what sounds like DPW guys. This is also the same frequency as Agawam MA police, which I am fairly close to. Does anyone know why these DPW guys are on the Agawam PD frequency, or am I hearing another town. I did a frequency search but I couldn't find anything close by.

I guess my scanners are just being overbearing on some of these frequencies. I believe I'm actually hearing Tolland CT DPW, which uses 154.100. One of their plow drivers' ran over a sign and I used the road names to figure out where they were...lol.
