Default XML Error ? No Element

While attempting to connect/download from RR database, Win96 ver1.53 cannot connect returning error message: XML error detected: no element found

near:

while requesting URL:
http://www.radioreference.com/apps/xml1.1/?ol=1

Any suggestions, help, info ?
