Don't forget we're WEST longitude... that would correspond to a NEGATIVE coordinate (on most systems; apparently the FCC like to do things backwards), hence

42.901149 N , or positive
78.8734 W, or negative

...Is this the site you're using?

License Search - Geographic Search

If it is, I find it very odd that they have marked West longitude as positive (+) and East longitude as negative (-)... hmm...

After converting your coordinates from decimal degrees to degrees, minutes, seconds here:

Convert Latitude / Longitude in Degrees/Minutes/Seconds to/from Decimal (FCC) USA

... I plugged them in at the page above, and got 3,670 hits within a 50-mile radius of those coordinates.

Maybe give us a link to the page you're accessing, and we can go from there?

South latitude and west longitude require using a minus sign. Try putting a "-" in front of your longitude value and see what happens.

If that still doesn't work, pick a spot where you KNOW there are systems to test your parameters.

Default To use the FCC Web site

I'd convert your decimal values to degree minutes seconds, I got:
42 54 4.13 N, 78 52 24.2 W

I converted your decimal values here:
Convert Latitude / Longitude in Degrees/Minutes/Seconds to/from Decimal (FCC) USA

This is at the Great American Outlet Mall in Buffalo.

Then enter those at:

Site / Frequency Query

For "Location Search Method" click on "Point Radius."

Enter how many mile/kilometer radius you want to search, then click on "submit query" at the bottom left of the page to get frq/licensed user reports.

He's using the RR proximity search, not the FCC Geo search.

Enter the coordinates with a - in front of the longitude:

42.901149
-78.8734

FCC Callsign Proximity Search: N 42.901149 W -78.8734 Range: 4
