Default error message - please help

i am running win97 and i am a premium subscriber. i am trying to download thr freq via RR, and i am getting this error message, please help!

You need to make sure you've downloaded and installed the latest version of Win95 off of the Starrsoft website and have followed the directions on the Starrsoft website. If you still have problems after that, please post back.

Read the full instructions and details completely on the website so you understand what all you have to do.

i didn't realize there was an upgrade, i been using it for a long time now and never checked, lol
