the pl codes listed on this site, are they for both transmitting and receiving?

They probably could. You could always listen to the repeater input.

9 times out of 10, they are the same as receiving. If you don't know that, and it is not listed in the DB, then most new scanners have PL/DPL decode. You can sit in the parking lot with a scanner and get it whenever they transmit. Borrow a scanner if you don't have one.

Most of the time they are the same. If it's a repeater, listen to the input. If it's simplex then obviously it's the same PL for transmit and receive.

Yes, the Agency you work for, would have to give them to you. Especially for Transmitting. Besides the PL you need to know if your agency is still Wideband or now Narrowband and if your two-way is compliant on the network. They need to know what radios are on the network.
