How do I become an Admin of a database page? for example, a specific county or country, and being in charge of adding updates to the specific locations database such as new frequencies and information.

You would need to send a message to the DB manager and apply. Currently that position is vacant, so when a new one is announced you would need to send a message to them. I'm sure there will be an announcement when that happens, so just watch the forums.
