Downloaded the latest HP1 data base which appears to have AZ DPS VHF frequencies that I cant locate in RR such as 156.15, 155.685 155.49 and others. Should I assume that RR will eventually catch up to the HP1 database?

It's the other way around.

The HP1 database is derived from the RadioReference database.

Those frequencies must exist in RadioReference somewhere. If they didn't exist, they wouldn't exist in the HP1 database.

HP 1 data base

Exactly, that's my point. Makes one feel a little uneasy when you think you downloaded all of the AZ DPS frequencies off of RR only to find out you missed a few. Thanks to my HP1 I was able to identify missing frequencies needed for my 396. Yes, the missing frequencies are identified in the FCC data base but not as AZ DPS. Enough on this, have fun out there.
