Scanner For State of Delaware Public safety

Hello to those of you who know much more about scanners than me . I have a BC898T analog scanner.I understand it fairly well and am satisified with scanning and searching of everything but the public safety frequencies which are all digital .My question is this : Is there a digital scanner I can purchase which makes it easy to search for the local public safety frequencies in lower Delaware .I live near Greenwood in Sussex County .I am a little confused about the rebanding stuff and don't want to purchase a scanner now that might not work later .I have only been doing scanning for three months.THANKS for your comments.
