Who Dispatches Municipal PD NCCo?

Hi. I was wondering what the talkgroups like N-ELSMER, N-NWPRT, etc are used for? Also, who dispatches Elsmere PD, Newport PD, etc? Does Newark dispatch themselves or does NCCo dispatch them? I've seen the talkgroup N-NEWCOM and thought that newark dispatches themselves. Could somebody help me with that? Thanks!

N-NWPRT and N-ELSMER are town channels (private channels)

Newport PD (903 ) is dispatched by DSP @ RECOM. Elsmere Police 9-x-x is dispatched by NCCPD @ RECOM. Newark PD is self dispatched. New Castle City 8-x-x is dispatched by NCCPD as is the town of Middletown.
