voice channel- wilm

hello all while scanning wilm on the 500 it seems im getting alot of voice channel with some ugly sounding noise before the call becomes clear, it lasts a few seconds then seems to get better, what exactly is voice channel im using stock anteena,any thoughts on this, after it gets clearer it does show dg like it should. thanks for any help on this
