monitoring DSP on I-95

How would I program my 996xtl or 536hp to listen to Delaware State PD on I-95 most interested in traffic and/ accidents

Program the State TRS; select N-CMD out of the DSP talkgroups. That will get you most of it (except car-to-car, etc).
