Tuning into Delaware River National Park Rangers

I brought my whistler 1080 digital scanner, from what I am reading and please tell me if im wrong, you have to use

dsp level adapt
ADC Gain
DAC Gain
settings to fine tune these digital frequencies in, they are a pretty busy agency but im not getting a lot of transmissions and when I do they sound like they are talking underwater and they are drunk.
Their frequency is
168.47500
170.05000
any help or tips for digital frequencies would be greatly appreciated!! im a rookie when it comes to digital so please write in layman terms !
