have you heard of rac.ca they are the body for which radio complaints are directed to pertaining to the ham band, I don't get the point of your petition, if you were to give some sub-text then I would reconsider.
The mechanism is in place for complaints it is called Radio Amateurs of Canada, there is a complaint taker for each region of Canada. Good luck

RAC is a joke.

It has always been a joke, and will always continue to be a joke.

They do not respond to complaints of interference, nor do they give 2 hoots about proper operating procedure.

The only time IC will step in is if there is some sort of violation towards a paying customer.

Our amateur bands are not in danger. As seen here in this link; http://www.rac.ca/regulatory/faqgovt4.htm
So this petition is all for nothing. You just need to follow the proper way to make a complaint.

I have to agree with Nelson. Find out the proper procedures, and
THEN FOLLOW THEM. You will get action if done properly. An internet petition isn't worth the paper it's written on.
