Welcome! I have a friend who lives in the Flour Mill section of Sudbury and I went up to visit him this summer. While I was there I also stopped in on Val-Caron, ON. From my experiance in Sudbury I can tell you that there is no police activity avaliable unless you go digital. The Sudbury Police use EDACS Provoice - it is not monitorable by scanners, however the Sudbury fire dept uses regular analog edacs and is avaliable with just a regular analog scanner. If you want to listen to the OPP you will need to go with a digital scanner.

I would recomend:

-BCD996 (mobile/base)
-BCD396 (Handheld/Portable)
-RS PRO106 (your far from the US so you wont likley be able to get this model)

if you just want to listen to sudbury fire and EMS then grab a BC246T or a PRO97.
