			<content:encoded><![CDATA[<div>RWECC has recently implemented several changes to EMS dispatch recommendations for a number of call types.  This is a summary of what is being implemented:<br />
<br />
1.  An EMS First Alarm will be assigned on all dispatched STRUCTURE FIRES at numerous high risk facilities throughout the County.  The initial list of facilities was gathered from the agency chiefs, predominately consisting of nursing homes and other risk population facilities. As new high risk facilities open, please forward that information to your District Chief or Agency Chief so that we can get that list updated.<br />
<br />
2.  Responses to emergencies at the Raleigh-Durham International Airport will be changed to match the EMS alarm system.  RDU First Alarm requests will get an EMS First Alarm response.  Upgrades to an Alarm 2 at the Airport will upgrade the response to an EMS Second Alarm.  Alarm 3 responses (on-airport plane crash) will get an EMS Third Alarm response and Alarm-4 responses will get an EMS Fourth Alarm dispatch.  Note that with exception of the First Alarm units, all subsequent units will be dispatched to Park and Ride 5 rather than the initial incident location.  This is the designated point for Staging and this is necessary to ensure MARVLIS appropriately routes resources to this location. Of course, with the Alarm 4 incidents, an alternate off-site staging location will likely be designated.<br />
<br />
3.  Incident Commanders can now request additional EMS resources by Alarm level.  This will start with a single unit asking the telecommunicator to fill the box on a given call, which will add a second EMS unit and a District Chief, up to the necessary Alarm response to deliver the necessary resources to a scene.<br />
<br />
It is essential on these dispatches that EMS hold with the dispatched resources.  When these events happen, activity is very high in both the 911 Center and on the radios.  Call swaps should be avoided as much as we can.  Unit adds should be limited only to additional Command Staff as required.  For Incident Commanders, it is within the latitude of that role to special call additional units and not request only a specific alarm.  If you only need one more ambulance based on patient counts, ask for what you need.  When unsure of the needs, always guess high and return those resources not required once a thorough size up and triage are complete.<br />
<br />
As a refresher, here is what each Box/Alarm delivers. Attached is an Adobe Acrobat pdf guide on EMS dispatches.<br />
<br />
Box Alarm:     2 EMS units and 1 District Chief<br />
First Alarm:     3 EMS units, 2 District Chiefs, 1 APP, Truck-1<br />
Second Alarm:     6 EMS units, 3 District Chiefs, 2 APPs, MD-1<br />
<br />
Each alarm greater than a Second will add 3 EMS units, 1 APP, and 1 District Chief.<br />

I just noticed it started doing that today I believe, I dont find it related to their radio updates but just wondering if anyone has an idea what it could be, like repeaters would have a courtesy tone or better example if your watching cops or anything LAPD related, radio keys up and you hear those data burst tones or that could just be MDC1200 but this doesnt seem to be anything like MDC but hey, i dont really know much since i never been inside ccom, i only been inside burlingtons.</div>

I'm in the process of updating some programming files to include some public works and utilities channel for the upcoming winter weather season.  I've got my home area of the Triad pretty much done and I've always had the NCDOT lowband channels entered along with the Progress Energy and Duke Energy systems, but I've noticed that there is nothing in the database for Raleigh along these lines.  VIper just shows RPD and RFD talkgroups.<br />
<br />
According to the FCC database, Raleigh is licensed for the following channels:<br />
<br />
151.115<br />
155.880<br />
158.760<br />
159.240<br />
<br />
Could someone down there plug these in and give a listen in attempt to identify them.  If they seem worth if, please submit them to the database, PL's would be nice also.  I try to listen to everything (at least once) and I figure pushing snow and repairing water main breaks might be interesting from time to time.<br />

For a time, at least, if you don't find what you are looking for in the database, be sure to check the wiki. In the blue toolbar under the 'Scanner Master' logo, float your mouse over<br />
<b>Wiki</b> then select <b>Collaboration</b>. Select NC from the list of states.<br />
<br />
When the migration is complete, an announcement will be made. This will be a major milestone, as this will complete Phase 1 of the collaboration project migration.<br />

Did an FCC search up to 150 miles, still nothing registerd.  Checked all local states trunkking listings, still nothing.  Anyone got any ideas?</div>

However, can anyone explain why Raleigh as multiple dispatches that will simply say &quot;Medic 12, move up to Six Forks Rd station&quot;.  Five or ten minutes later, I'll hear the same dispatch.<br />
<br />
Lastly, can someone explain Durham's &quot;Alpha-Bravo-Charlie-Delta&quot; dispatch system?  The best I can tell, it breaks down like this:<br />
Alpha - No lights or siren, go with the flow of traffic, not time sensitive<br />
Bravo - No lights or siren, but try to be a little quick about it<br />
Charlie - Lights &amp; siren<br />
Delta - Emergency, get there absolutely as fast as possible....<br />
<br />
We never used that system when I was an EMT...just Code 1, 2 and 3!<br />

Currently in the rotunda at the Law Enforcement Center (LEC) there is a display case of the portable radios the officers have carried over the years.  It goes back several decades.  Next to it is also a MDT from the early days.  The full museum, Beneath the Badge, will open in Spring of 2010 in the LEC.  If you are in the area of 601 E. Trade you might enjoy looking at the radio display case.   Today the lights were off in the case but I took a couple pictures to give an idea of what they have.  Please pardon the low res pictures taken in a darkened case.</div>
