Ive followed the misc system info and I just can't grasp something. Now the this NOT being a full digital system I should be able to program this... right?

From CARMA Chicago:

I just today helped a friend get NWCD programmed into his 396T. One of our
CARMA Members posted the below some time ago after NWCD was rebranded:

1. Create the system as a Mot Type 2 CUSTOM
2. Load these frequencies
851.0875
851.5375
851.7875
851.8375
852.3125
853.0750
853.7500
856.7125
3. Set the system to "Control Channel Only". (I enter all the frequencies
because there is no guarantee on any given day which one will be the control
channel)
4. Enter a custom band plan (easy to do with ARC396 by clicking on
"Re-banded")
Lower = 851.0250, Upper = 854.0000, Step = 25, Offset = 440
Lower = 851.0125, Upper = 868.9875, Step = 25, Offset = 0
5. Set I-call to "OFF"

Using this on both my 396 and 996's and it works just fine.

At some time in the past, I could have sworn I saw something in the database about these listings. Is there a link somewhere? I am getting the wiki and there is an external link, but it just goes to the official CPS website which reads: Internal Site, Employees only. or something to that effect.

However, I am confused with my local towns frequency (Westchester). It appears that they are linked to several other towns, but I rarely hear any of there calls going through. I am wondering if they are using starcom or I have the wrong channel for them. Currently I have them on 470.4125 (192.8).Thanks in advance for the help.
Radios that I use are, Uniden/Bearcat 800XLT, BC 145XL, Radio Shack Pro-94, and an old Regency DX3000. The static is the same on all my radios, and only on this fireband channel. Does this ever happen to anyone else?
