VHF EDACS TRS near Barstow, CA

There seems to be a VHF EDACS trunking system in the Barstow, CA area. Freqs that I have found are:

140.500 control
143.300 voice
143.700 voice

Can anyone provide more info on this system? I would guess that it may be related to Fort Irwin.

I do know that Ft. Irwin has an EDACS system. Whether those frequencies are a part of it, I couldn't say.
