172.075 APCO25 NYC Lower East Side

I was picking up this 172.075 in apco digital format on pro-96 yesterday and today, it was encrypted on both sides of the transmissions. Any ideas who uses this?

I also heard some stuff on 172.825 in apco mode in the clear from the same area, a couple of guys talking back and forth to each other. Any ideas - i saw from a search that FAA used to use this freq.

Also picked up 167.4375 apco25 / encrypted.

As for the 172.075 freq., Once in a while they are in the clear and the base calls itself "operations". I have asked on the NYC scanner net also and no one seems to know who they are.

I have heard both units and "operations" refer to 172.0750 as "Alpha 1". I believe I also heard a unit call "NY operations", I wasn't really paying attention at the time. Most of the traffic seems to be encrypted but there are times it's in the clear. I heard them announce an Amber Alert out of NJ over it a few weeks ago as well as trying to find a unit whose emergency button had been activated. Most in the clear traffic seems to be radio checks and "operations" usually makes sure to inform them that they are not in the "scrambled mode".

In Boston it's the FBI on 172.0750 as A-01 , this site does provide a Good Signal into CT
The Base in Boston ID's as Central

Anyone catch the NAC for it ? That helps in ID'n the agencies, just like CTCSS use-to-be.

I'll throw NAC 167 in my saber and see what happens.

I thought i picked up 171.425 as well but not sure, that could have been a coincidentce. sorry i don't have one of the scanners with the nac decode, but i have heard operations answering units on 173.6625 before.

173.6625 R is FBI A1 in NYC and P25 Digital, NAC 167. So, if 172.0750 is keying it and it's the same NAC, I'm guessing FBI as well.
