Today I found activity on 173.45. It sounds like CBP. There is a mix of encrypted and clear. I have been searching around and haven't found a listing for this freq. Anybody know anything?

Yes, that frequency is part of the CBP system that is uses across Southern California. It's not part of the "standard" CBP Border Patrol frequency allocations.

I am guessing you heard them using P-25 digital mode, correct?

Yes. They were mostly encrypted with a a few calls in the clear.
