If everything is encrypted, then a digital scanner won't make any difference.

If you got a digital scanner, example GRE PSR-500, you could tell if a transmission is encrypted or not encrypted. If what the scanner receives is encrypted, it will be unintelligible. If what the scanner receives is not encrypted, you will hear voice.

What you are hearing is probably not encryption but the digital modulation. If you pick up one of the digital scanners available, you'll likely be able to get some of them but there probably some that will be encrypted.

Default Need that digital

I'm down in the southern end of the state where there is a lot of P25 stuff (out of Philly) to be had. Also, a lot of encryption (you will hear enc. and non-enc. on same channel).

Some analog also.
