Any educated guesses on agencies?
Sierra Charlie
Sierra Papa
Foxtrot
Hotel Papa
Delta

Trick question? Those are standard phonetics used by just about every Federal agency in existence... How about using in a sentence or frequencies or something like that?

I think it will help us to answer if we know what context are the phonetics used on. Is it a "Status Code", a unit designator or a location prefix.

Sierra Papa & Sierra Charlie seem to be security
Foxtrot possible fire
These are all on same agency and fleet with different subfleets

In this context, it may be the Health Physics team, the folks concerned with radiation safety. Just a guess...
