This is nearly impossible to debug without more information. What freqs/agencies are you trying to hear? Where did you get your information (there's a lot of old Fed info floating around out there)? How did you do your programming? Are you just using the duckie that comes with the radio or something else (a duckie has a pretty limited range, depending on frequency. And it's by and large a compromise antenna - hams don't call them 'wet noodles' for nothing). Did you check with the folks in the NY forum and the other websites with NY forums?

Much more information is needed

What CIA frequencies do you have programmed? I don't recall any CIA freqs in NYC.

Have you tried any of the interop frequencies? I've heard US Marshals VERY strong on one of the VHF ones. They were far, far away too. It's repeated from Federal Plaza, if I remember correctly.

I don't think you'll hear too much on the CIA Frequencies, I went to city university in nyc about 7 years ago, and i had a 1st generation digital scanner, i put in the CIA stuff, and i didn't get anything at all, i think most of the ones floating around are building security for the langley VA CIA building,
I'll see what i can pull up for you from a FED list i have, PM me with your email and i'll see what i have for my NY/NJ List,
I
