Thumbs up Fbi indianapolis office
Found FBI Indianapolis office using 167.7625 and it is now encripted.The Uniden 996T was showing ENC.Also found 167.7750 being used with tones and no voice.

Do you know what kind of tones? Subaudible tone, DTMF Touch Tone, Fixed station alarm beeping tones?
