From what I was told by a marshal several years ago they are also encrypted.

I hear them on the Safe-T system in the clear. Mostly just idle chatter, occasionally hear a stake-out or some other op, so far no ENC...but that may well be different in other areas.

A good friend of mine at USMS said it depends on who and what the Marshals are doing if the use clear, encrypted or cellular and in the cases of band robberies or something that needs to be area wide it would over the repeater but might be encrypted. This friend works in the South Eastern District of the United States.
