165.425 P25 Ft. Wayne, IN

I am picking up a P25 signal fairly often in Ft. Wayne, IN on 165.425MHz (or thereabouts). I have a Pro-95, so I can't decode what it is. Does anyone have an idea of what this might be?

Just curious you have 165mhz on your title and 160mhz in your message. 160mhz would most likely be train frequencies, while 165 would be more of federal type frequency.
