Default Miami-Dade County 700 MHz, Project 25 TRS

From doing some research in the FCC Database, I see that Miami-Dade County, has applied for two new licenses in the 700 MHz band.

Moreover, there is a letter attached with each application. Is this the first phase a complete shift to 700 MHz, Project 25 trunking throughout the county? Will the city of Miami be upgrading their older Motorola Type-II TRS, to Project 25 down the road?

I think these licenses are not for the cities of Miami, Miami Beach, Coral Gables and Hialeah. Presently the county uses an EDACS system and their plan is to get much spectrum as possible, including the 700 band. According to the attached letter, I believe Miami-Dade is the first in Region 9 to acquire these frequencies.

It might be a PSIC overlay interop system

That would be incorrect. Lake County is the first 700 system that is up and running in Region 9.
