This is a bug. Either we are allowed four lines, or we are limited by the word wrapping in the signature block editor. Both rules should have the same result and the intended result needs to be stated clearly.

As you can see below, my signature is currently 3 lines long. It takes four lines in the much narrower editor. Consequently, I am unable to add the supposedly permitted fourth line.

My interpretation is:

You have up to 4 lines but if one of your lines is too long, it will be wrapped and count as two lines.

Shorten up the quote and you'll probably be able to add that fourth line.

Then RR's intended meaning for "up to 4 lines" should be clarified.
