The VHF bandwidth for that radio is 5kHz and the UHF is 12.5kHz so narrowbanding is not a problem for you.

most of the channels are in the 159mhz so can it scan a frequency like 159.4275

The step size in VHF is 5 kHz, so you would not be able to program 159.4275, ( AFAIK step size would need to be 7.5 kHZ) but you should be able to enter 159.4275 and it will round up to the nearest frequency it can receive. Unless the station/mobile is very weak, you should hear the rounded up frequency VERY well.

This would be my choice: Uniden BC125AT You may need to do a firmware update to get narrow banding. (Uniden may be shipping updated units by now)
If you prefer GRE: PRS300. If you are in Lancaster County or Newberry County then you need a trunking scanner for Palmetto 800 system. That requires other choices which would automatically include Narrowbanding

What scanners are narrowband capable
The channel step (also called PLL or Phase Loop Locked) step for the old 25 kHz vhf channels was indeed 5 kHz. However, for the new 12.5 kHz narrowband channels that have a 5 as the last digit, a 2.5 kHz channel step is required. For example, the VTAC calling channel is 151.1375 kHz so a 2.5 kHz step is required. If you program that frequency into a radio that has a 5 kHz channel step, the display window will show 151.1375 but when the transmit button is pressed it will default to the nearest 5 kHz frequency. Most scanners though have a broad enough receive that they should accept the new narrow band freqs with acceptable audio.

All scanners are narrowband capable, if its reband thats a whole different ball game, reband have to deal with 800mhz

Go With The Uniden Bearcat AT-125
Hi--The above scanner is a winner and the only negative is that it eats the batteries too fast. Paul (UpMan) needs to address this as soon as possible. Other then that..it draws circles around the GRE-PSR-120U that is a poorly made handheld scanner. (See postings on here)It was just as bad as their PSR-200U with intermod and poor volume/squelch pots and they are out of business for now. Again..I hope they can get the funding needed to re-open their doors even under another name as they were also the OEM for Radio Shack.

I think we have confused the OP. He didn't want to just be able to receive them, but program them to the 4th decimal. It is my understanding of scanner (not transceivers) specs that step sizes of 7.5mHz and 6.25mHz denote those scanners that can actually program the new splinter frequencies. If that is correct, then not ALL scanners can program these new freq's. The model he mentioned (psr-200u) can't, nor can some of the other low end models, nor some of the older models still available on Ebay..

i listen to the sc forestry commission most of their frequencies are in the 159s with narrowband would that work for the bc355n i just need a desktop

Yes, the BC355N would be a good choice for an affordable, narrowband capable desktop scanner.
Just be advised that the BC355N does not have CTCSS/DCS (PL/DPL) capability. If the frequencies you listen to aren't shared by anyone else nearby, then that shouldn't be an issue.

I have the BCD396XT is it able to pick up the narrowband? If so how can I do the freq step? Thanks. I have the psr800 and has extra freq number at the end. I can't program the extra freq numbers in the 396xt radio or software it brings the freq up to the nearest it RX's
psr800 I can program this 769.21875 but the 396xt will say out of range.
