I was just wondering why anyone hasn't hopped on developing a scanner that is TRBO or nexedge capable? I know this will be a major profit for any company that comes out with it first. I am just curious why nobody hasn't pulled the trigger yet? this would be a million dollar idea.

Considering the licensing costs related to multiple digital formats, such a scanner would likely be cost prohibitive and probably not sell very well.

Because those formats are covered by patents and would require either a workaround using unpatented methods (not likely) or a licensing type agreement with the patent holders. All that then could then be negated by fairly easy to implement encryption.
The current methods of monitoring using DSD, a radio and a computer are so simple that a decoder is something almost anyone can do without huge sums of money.
