can a radio in simplex mode transmit on 2 channels at the same time?
if not, why would you hear transmission be loud and clear when talking to a distant user, and a weak signal when the users are 3 miles away? when the users are 3 miles away, the voice traffic is being transmitted on two channels simultaneously. thanks for your help.

Without more specific information about the frequencies and agency, I could say, in general, that this is how a repeater would work. The mobile transmits to repeater on the input frequency, and the repeater repeats it on another frequency. You could hear the mobile if you were close, but you would also hear it on the repeater frequency.

its a weak signal on both frequencies when the users are nearby. choppy voice traffic on both channels unless they are talking to a distant users. neither channel appears to be an repeater input because the signal strength on my alinco dj x10 stays the same on both channels

It sounds like you are listening to a Repeater [Input Freq and Output Freq]
Again, can you cite the Frequencies and Agency in question.

Until we know what Freqs and System all we can is assume.
I am assuming he is listening to a Repeater and the input
Talk-around would be the use of Simplex on the Repeater output [one frequency]

I've heard (many times) an exchange of transmissions
between two mobiles where one is on the repeater
and one is simplex on the output.
Is this possibly what he's describing??

In-band repeating is more common than crossband repeating. In-band repeating is much more common and preceeded crossband repeating by a looong time. If you give us the 2 frequencies and the system, then it will be pretty clear if it is a repeater situation or not.
