Maybe because they don't want to? I have no interest in learning it.

If it makes me less of a ham, then so be it. Now I'm not knocking code, because I know quite a few big time DX hams that don't own a microphone. But, nevertheless, I haven't the time, nor the patience to learn it.

I don't feel I'd ever use it either, so it would be a waste of my time to study, and a waste of a VEC's time to administer the test.
