AFS is another way of representing the TGID. Based on your other post in the RS Scanners forum, I assume you're interested in it relative to an EDACS and your Pro-92.

EDACS talkgroups are defined hierarchically, where the top level is the Agency, which is divided into Fleets, which are divided into Subfleets. Subfleets are talkgroups; the Agency and Fleet is a means of organizing them and providing other special functions like Fleet Call. Dealing with the TGIDs in AFS format may help to fill in blanks or identify unknown channels, as a talkgroup a couple below the Police Dispatch TGID, and in the same fleet, is likely also for police use.

Systems vary a bit but scanner manufacturers have assumed a certain number of subfleets in each fleet and a certain number of fleets in each agency (though the total number of possible TGIDs is fixed). The database here and Don Starr (author of Win-92) use the same format, for consistency. The first two digits are the agency, the next two are the fleet, and the last one is the subfleet.

What does this mean to you? Not a whole lot. The Pro-92 only works with decimal TGIDs. Win-92 can, I believe, take any of the three formats but it will just convert them to decimal before uploading them to the scanner.
