What type of frequencies are these?

862.6825 F-1
864.9625 F-2
866.2425 F-3
870.2275 F-4

Seriously, where are you located? Check the FCC database to see who is the owner of them in your area.

At first glance, they appear to be frequencies used in a trunking system.. BUT.. Trunked systems frequencies only usually vary by a mhz or two, or only a few khz.. Those are jumping 2 and 4 mhz at a time..

Possibly still used for a trunked system.. What city/town are these frequencies assigned to?

Howdy. Highly improbable they could legally be using a cellphone allocated frq. above 869 MHz though.

Your F1 & F2 are in the business band of freqs.
Your F3 is in the public safety band.
Your F4 is not public safety.

They appear to be "made up" frequencies. 862.6825, 866.2425, and 870.2275 are not valid frequencies, at least the last four digits are not valid steps.
