The RR database relies heavily on user input for updates, so it is constantly being updated. Any location/system you see highlighted in green has info that has been updated in the last 24 hours. You can submit updated info yourself by clicking on the "submit info" link near the top of the page.

What area are we talking about number 1. Number 2 yes some agencies still do use low VHF. As far as things being up to date. As the other posts say, it is all done by members who submit info so if you are in an area that a lot of ppl do this then you are likely to be up to date.
