I haven't really noticed much difference with my scanner, but the radios in our trucks at my work seem to work much better when it is cloudy. The only logical explanation i can see is the clouds reflect the RF signals back in, rather than radiating out into the atmosphere.

You haven't told us what frequency band your talking about. Many times there is
noise generated by the power lines from bad connections or insulators. Many
times when these connections or insulators get wet, the noise levels drop.

On low band, 30 to 50 MHz, this noise problem is much more noticable. As you
go higher in frequency, the power line noise issues seem to effect your reception less.

Another area of noise could be from an electric fence from a farm that has
cows or horses. They use the electric fence to keep the animals from getting
through their fences. These electric fences can produce a poping noise or
static for the duration of the pulse. This could be for maybe 1/2 s a second
or so. It gets worse if there is long grass getting into the fence wire.

A possible explanation of this is that the ground is becoming saturated, and acting as a huge ground plane.

Technically, it's working as a big reflector, reflecting signal to your antenna, and increasing gain slightly..

Cloud cover makes UHF radios go a lot better. I can work repeaters on my 440 HT when it is cloudy that takes the base radio to get a decent signal any other time. Apparently the moisture reflects the signals to a degree.
