It would appear that they already have. See this FCC page, the only thing that appears in the air is 860.9875 which on the face of it they apparently have decided to opt-out.

I still listen to to this system on the frequencies I posted. I have added the new ones from the FCC but Ive heard nothing on them.

What is it you don't understand?

The license has already been reconfigured, there was no change except to add a single frequency pair. They did not address the 860.9875 frequency in the modification so one has to assume they have opted out of having it reassigned. Since they only got permission to use that new frequency pair less than 2 months ago, I would suspect that they have not installed a repeater for it yet.
