Does anyone know if any scanners can pick up digital conventional systems. not trunked.

Sure...any digital scanner can...Pro-96, 996t, etc.

Sure, as long as the systems are P25 and not encrypted. Any other
forms of digital, you'd be out of luck, although not certain how many
such systems exist e.g. ProVoice.

I believe San Antonio has a few fire ground channels that are simplex not sure if they use Pro-voice on them but the system is.
